The Health Values Survey 2004 was conducted for the
Oregon Health Policy Commission as part of their outreach to connect
their work with the values of Oregon citizens. This report includes
relevant comparisons with data from OHD surveys conducted in 1996

Making Health Policy 2000
A six month project of Oregon Health Decisions funded
by the Oregon Department of Human Resources. The project used community
meetings and a telephone survey to identify citizens values about
pursuing universal coverage and controlling the costs of health

Searching for Fairness: Citizens'
Values about Financing Health Care
This is the 1998 addition to the Oregon Health Decisions
series of citizen participation projects. It was conducted on behalf
of the Oregon Health Council, the state's principal health policy
advisory body. More than 2200 citizens participated in community
meetings throughout the state to explore what makes for a fair system
of sharing the burden of collectively financed health care. They
pointed to five key values: equality, responsibility, participation,
