Our Background

Oregon Health Decisions (OHD) is an independent, non-profit 501(c) 3 organization based in Tualatin, Oregon. Our mission is to educate and empower Oregonians to better understand their choices for advance care planning, talk with their loved ones about their decisions, and legally document their wishes in an Advance Directive. OHD provides materials and education to help people make betterinformed decisions about their future health care needs and wishes.

Oregon Health Decisions originally started in 1982 as an outreach effort by the Oregon Health Council. Eventually, OHD evolved into an independent civic organization dedicated to bringing the general public into the process of shaping health policy. Early programs focused on access to health care, cost control, allocation of health resources, and supporting the dignity of individuals in health care settings.

Oregon Health Decisions has participated in projects that have helped introduce values information from the public for living will legislation; development of best practice guidelines; the tasks of technology assessment and distribution, and the development of a “scorecard” to help Medicaid clients select insurance plans. In the 1990s OHD organized community meetings for the Oregon Health Services Commission in order to create a prioritized list of health services which became a central feature of the innovative Oregon Health Plan.

In response to the Federal and State Statute, Oregon Health Decisions led the way in Oregon and wrote the instructions to the Advance Directive. Since 1993, OHD has served as a resource for Advance Directive materials and information state-wide. Sales of the Advance Directive allow OHD to operate a statewide hotline assisting Oregonians, as well as medical and professional communities with their questions and concerns. Throughout the state, Oregonians rely on OHD as the leading expert and resource for the Advance Directive.

Oregon Health Decisions most recent outreach has been the development of our KEYConversations™ education and training program. OHD’s board voted in 2005 to make completing of Advance Directives in Oregon an organizational priority. With funding from M.J. Murdock Charitable Trust, OHD purchased a successful program developed by Georgia Health Decisions and tailored it to Oregon. After completing a pilot with St. Charles Medical Center in Bend Oregon and finalizing our educational materials and trainings; we introduced ADVANCE DIRECTIVE, Your Life, Your Decisions™ with the KEYConversations™ Planning Guide on June 1, 2010. This booklet has become the most widely used Advance Directive guide in Oregon.
